Location: Corporate Office - Richmond, VA

Job Summary
  • Assist in the improvement of the organization by finding ways to reduce costs, provide more efficient use of resources & support internal & external customers
  • Develop & implement procurement & contract management instructions &policies & procedures for the issuing & awarding of bids.
  • Locate & evaluate vendors to determine product availability through the comparison of vendor quotes, lead times, quality of products & services to determine best source
  • Develop, implement & administer systems & processes to accurately account for expenses based on accounting units as defined by creating & maintaining Excel/Visual Basic based pricing program to generate quotations as well as an online purchasing system.
  • Review project specifications to assess scope of supply, provide quotes & maintain records of goods ordered & received
  • Negotiate & execute contractual agreements & maintain metrics for process improvement, supplier management & management reporting
  • Prepare reports regarding market conditions & merchandise costs
  • Review purchase order claims & contracts for conformance to company policy
  • Resolves vendor or contractor grievances & claims against suppliers & arrange for disposal of surplus materials
  • Apply appropriate competitive cost & process benchmarks, financial analysis & risk management techniques
Qualifications
  • Bachelor’s degree in business or accounting, three years purchasing management experience & strong sourcing, negotiation, leadership & management skills with a proven record of cost reduction & growing & running successful procurement teams
  • Must display excellent written & verbal communication skills & the ability to work effectively with staff at al levels.
  • Must also be able to see both the bigger picture as well as specific details
  • Requires knowledge of business & management principles involved in strategic planning, resource allocation, production methods & coordination of resources
  • Must have good working knowledge of arithmetic, algebra, geometry, calculus, statistics & their applications.
  • Will also need knowledge of economic & accounting principles & practices, the financial markets, banking & the analysis & reporting of financial data.
  • Experience with Microsoft Excel & Access is required; Microsoft Visio is desired.
  • Project Management Certification & a strong understanding of the transportation industry & logistics management are also desired.
